Prohibition is a fascinating time in history, and much more nuanced than it’s often portrayed. While we often see stories about the Chicago Mob, and speakeasies, and other common ways around the illegal sale of alcohol, there’s another aspect that is often overlooked: Enforcement. 

The 18th Amendment specifically states that “the manufacture, sale, or transportation of intoxicating liquors” is prohibited. 

As a federal mandate, it was enforced at the federal level, meaning a government agency was required to enforce it. This enforcement was originally placed under the Treasury Department because it had to do with the sale of goods, aka the exchange of money. 

However, in 1930, enforcement was officially transferred to the Department of Justice to combat Organized Crime, in particular people such as Al Capone. (Ironically, was eventually caught due to tax evasion). 

Here’s the interesting thing … One of the reasons syndicates like Capone’s managed to transport alcohol so easily is because they brought it down from Canada through Wisconsin and Wisconsin didn’t enforce Prohibition. 

Prohibition officially began in 1920 and included the Volstead Act, which stated the prohibited the amount of alcohol in a beverage. 

In 1926, Wisconsin grew tired of their beer companies' limitations and bankruptcy, so voters passed a state referendum that allowed the legal alcohol amount per content to more than double. 

In 1929, voters approved a referendum that repealed enforcement at the state level and state lawmakers began the work to pass the 21st amendment to repeal Prohibition at the federal level. 

Now, that didn’t mean that all cities and counties in Wisconsin agreed with these repeals and referendums. In fact, many opted to remain dry and the last dry town in Wisconsin didn’t repeal their ban on alcohol until 2016. 

That town? The Village of Ephraim, located in Door County, and the perfect inspiration for my fictional community on Heima Island.
